Job Overview:
The SOC Technical Writer/Program Manager (Expert) will play a key role in developing comprehensive documentation and managing critical programs related to the design and implementation of SOC services. This position requires a blend of expertise technical specifications for SOC services, program management, and a deep understanding of the SOC landscape. The role involves collaborating with key stakeholders, ensuring that all requirements are met, and overseeing the successful delivery of SOC services in compliance with relevant standards.
Key Responsibilities:
- Understand Requirements:
- Gather detailed information from IT security teams, management, and other stakeholders.
- Analyze the specific needs and goals of the SOC to develop clear documentation and specifications.
- Determine Structure:
- Outline the content to be included in the specifications, such as scope, objectives, technical specifications, functional requirements, and performance criteria.
- Write Content:
- Scope and Objectives: Define the overall goals of the SOC and specific goals of the project.
- Technical Specifications: Provide detailed requirements for hardware, software, network configurations, and security protocols.
- Functional Requirements: Describe SOC roles, monitoring processes, incident response, and reporting protocols.
- Performance Criteria: Define metrics for success, including response times and security levels.
- Ensure compliance with standards like ISO 27001 for information security.
- Incorporate feedback from stakeholders to revise and enhance documentation.
- Finalize and Publish:
- Ensure the specifications are clear, complete, and available for use by all relevant stakeholders.
- Collaboration and Feedback:
- Work closely with the project teams and stakeholders, iterating documentation based on feedback.
- Oversee the completion of all relevant documentation required for SOC services.
Qualifications and Skills:
- In-depth Knowledge of Government Procurement Legislation: Extensive experience writing government contracts at the European level.
- SOC Services Expertise: Experience in writing technical specifications for both IT and OT SOC services.
- SOC Industry Knowledge: Strong understanding of SOC services, threat intelligence, incident response (CSIRP), incident playbooks, SLA definitions, RACI grids, and standardization of incident reporting.
- Tendering and Negotiation Experience: Previous experience navigating the tender process and negotiating government contracts.
- Fluent in Dutch: Proficient in the Dutch language (CEFR C2 level).
- Analytical Skills: Ability to critically assess complex information and make informed decisions.
- Strong Communication Skills: Demonstrated ability to communicate effectively, both verbally and in writing.
Additional Desired Skills:
- Prince2 Certification: Preferred, but not mandatory.
- Experience in Multi-Vendor Environments: Previous experience in complex, multi-vendor environments.
- Sector Experience: Demonstrable experience in the utility sector and/or public sector.
- Program Management: Extensive experience managing infrastructure and development projects, with at least 8 years of experience.
- Project Management Expertise: Experience with project management techniques and tools, such as risk management, issue management, and methodologies like Agile, Scrum, or MSP.
- ITIL Knowledge: Familiarity with ITIL practices and principles is a plus.
