Key Responsibilities
Business & Functional Analysis
✔ Conduct stakeholder, process, and requirements analyses to assess operational needs.
✔ Identify bottlenecks and improvement opportunities using statutory obligations, European directives, and business insights.
✔ Translate business requirements into functional ICT designs, ensuring alignment with existing applications and architectures.
✔ Act as a liaison between business and IT teams, ensuring seamless communication and execution of solutions.
Project & Process Management
✔ Oversee the development and implementation of functional designs and processes.
✔ Perform functional tests and quality control to ensure solutions meet business objectives.
✔ Optimize data publication and metadata processes, ensuring compliance with INSPIRE, DCAT-AP, ISO, and Dublin Core standards.
Collaboration & Governance
✔ Lead and manage workshops to facilitate stakeholder engagement and knowledge-sharing.
✔ Work in an Agile/Scrum environment, translating backlogs into actionable development sprints.
✔ Ensure proper documentation and governance across all digital transformation initiatives.
Skills & Qualifications
Technical Skills (Must-Have)
✅ Business Process Analysis & Optimization (BPM) – 3+ years
✅ Functional & Business Analysis – 3+ years
✅ Stakeholder Management (Public Sector Preferred) – 3+ years
✅ Geodata, GIS Software & Data Services Experience – 3+ years
✅ Metadata & Data Management Knowledge
✅ Projection Systems & Geographic Data Expertise
Preferred Skills (Nice-to-Have)
✔ Agile/Scrum experience – 3+ years
✔ Experience with UAT testing, use cases & user experience
✔ Strong knowledge of project management methodologies (costs, planning, coordination)
✔ Experience in organizing workshops & communication strategies
Requirements
📌 Education: Bachelor’s or Master’s degree in ICT, Engineering, or a related field, or equivalent experience.
📌 Language: Dutch (CEFR C2 level) – Must Have
📌 Location: Belgium – Hybrid/On-Site Availability
